Abstract

Children are considered the foundation of a nation and play a crucial role in shaping the future of society by preserving and transmitting its values, traditions, and cultural heritage from one generation to another. Their healthy growth, development, and well-being are essential for building a strong, prosperous, and progressive nation. The family, particularly parents, serves as the primary source of emotional, psychological, physical, and social support for children. Parents play a vital role in meeting their children’s basic needs and providing essential care, protection, security, guidance, affection, and a sense of belonging, which are fundamental to their overall and holistic development. Children deprived of adequate parental care and support may face numerous challenges in fulfilling their basic needs and achieving healthy, holistic development. Some children may lose one or both biological parents due to accidents, illness, natural disasters, or other adverse circumstances. The absence of parental care, guidance, and emotional support can heighten their vulnerability to inadequate nutrition and shelter, insecurity, insufficient protection, emotional deprivation, social exclusion, exploitation, neglect, and discrimination. These challenges may adversely affect their overall well-being, development, and ability to lead a dignified life. Prolonged exposure to such unfavourable conditions may adversely influence their emotional well-being, social adjustment, personality development, sense of security, and overall quality of life.

In such circumstances, the government plays a crucial role in protecting the rights, welfare, and overall well-being of children who are deprived of adequate parental care and family support. Child Care Institutions (CCIs) serve as an important institutional mechanism for ensuring care, protection, rehabilitation, education, and holistic development of children in need of care and protection. These institutions are intended to create a safe, secure, and nurturing environment that promotes the holistic development of children. In addition to fulfilling their basic needs, Child Care Institutions (CCIs) provide children with access to education, healthcare, counselling, recreational activities, life-skills education, vocational training, and other supportive services. These provisions are intended to promote their physical, emotional, psychological, social, and overall holistic development.

The Government of India has undertaken several policies, programmes, and initiatives to strengthen the child protection system and improve care, support, and rehabilitation services for vulnerable children. Among these initiatives, Mission Vatsalya plays a significant role in strengthening the child protection framework and promoting the care, protection, development, and rehabilitation of children in need of care and protection. The initiative gives priority to family-based care while providing institutional care when necessary, with the aim of ensuring children’s safety, well-being, holistic development, and successful social reintegration.

Despite various governmental interventions and institutional mechanisms, Child Care Institutions (CCIs) continue to encounter several challenges in ensuring a safe, supportive, and child-friendly environment for children. These challenges may relate to infrastructure and basic amenities, adequacy and capacity of human resources, financial resources, educational and healthcare facilities, psychosocial support, institutional management, rehabilitation and social reintegration services, and the effective implementation of child protection measures. Therefore, it is important to examine the functioning of Child Care Institutions and assess their effectiveness in responding to the diverse needs and developmental requirements of children deprived of adequate parental care and family support.

An evaluation of the functioning of Child Care Institutions (CCIs) can provide meaningful insights into the adequacy of their infrastructure and facilities, human resources, support services, administrative practices, child protection mechanisms, and rehabilitation initiatives. It can also help identify gaps and challenges in the existing system and contribute to strengthening institutional care and support mechanisms. Thus, examining the functioning of Child Care Institutions is important for ensuring that children deprived of parental care receive adequate protection, care, dignity, opportunities, and support for their holistic development and successful rehabilitation.
