Abstract

This paper examines the evolving role of the Reserve Bank of India (RBI) in shaping India’s fintech and electronic payment ecosystem. It traces the RBI’s transition from a bank-centric approach to technology-driven financial inclusion through initiatives such as the National Strategy for Financial Inclusion and the regulatory sandbox framework. The paper analyses regulatory challenges arising from fintech innovation, including consumer protection, cybersecurity, data privacy, financial stability, and regulatory arbitrage. It further examines the RBI’s principles of technological neutrality, principles-based regulation, and “same activity, same risk, same rule,” using digital payments and Paytm Payments Bank as illustrative examples. The paper highlights the need to balance innovation, inclusion, and effective regulatory oversight.
