Abstract

This research discusses the charitable activities, local political leadership and life of Malkeet Singh Keetu in the town of Barnala, Punjab from 1949-2012. The study concerns his relations with the rural population, his participation in local politics and his recorded activity in public welfare and social help. It sees local leadership as a historical process of how people relate to social structures, government institutions and community needs. This study uses the historical, descriptive, analytical and oral history methodologies. The political evolution of Keetu and social programs are studied using election records, media articles, interviews and public documents. Much focus is given to support for education, mass marriages, help for low income families, and humanitarian projects relating to his public life. The paper also engages the intersection of social programs and electoral politics, recognizing that different actors – community members, political friends, and rivals – may perceive these acts in different ways.

The study aims to learn more about the grassroots leadership of Punjab through the years. It underlines the value of looking at the local politicians, not only the famous political figures at the state and national levels. The study may throw light on social welfare initiatives, rural political engagement and evolution of local leadership in Barnala.
