Transitioning from traditional, bureaucratic oversight to proactive, transformational leadership in secondary school administration offers a validated framework for enhancing educational standards, even in difficult circumstances. Drawing from the synthesized literature and the conclusions of this paper, the following actionable recommendations are proposed: The Ministry of Education and secondary education boards should require comprehensive pre-service and in-service training in strategic planning, financial modelling, and clinical instructional supervision for individuals before they are appointed to principal positions and School districts ought to transition their supervisory frameworks from punitive inspections to collaborative coaching models. Principals and vice-principals should establish structured, ongoing classroom observation schedules, supported by standardized feedback rubrics, to promote the professional development of teachers.
